Bellar: more tickets or less officers

During the Whiteville Aldermen meeting on Monday, October 6, Mayor James Bellar addressed the issue of decreased traffic citations from the Whiteville Police Department. However, the way the decreased citations was addressed has raised alarms regarding if Bellar has broken the law.
