Councilman Joy Charged in Fayette Co.

Bolivar City Councilman Jonathan Joy faces allegations of Home Improvement Services Fraud and Theft of Property from $10,000-$60,000 in Fayette County.
Joy, who operates a heating and air conditioning business based in Bolivar, was released on a $25,000 bond at 12:30 p.m. on December 3. His intake time was listed as 9:30 a.m., according to the Fayette County Sheriff’s Department.
Joy was indicted by the Grand Jury during the November Term 2019 on a charge of allegedly “delivering or installing a two ton HVAC unit while charging Millard Buruss of Arlington, TN, for three and four ton HVAC units as quoted in the contract, in violation of T.C.A. 39-14-154, against the peace and dignity of the State of Tennessee.”
In the second count, Joy is said to “unlawfully, feloniously, and knowingly obtain or exercise control over property belonging to Millard Buruss and First Citizens Bank, to wit: U.S. currency and funds valued at an amount between $10,000 and $60,000, without the effective consent of Millard Buruss and First Citizens Bank with the intent to deprive Millard Buruss and First Citizens Bank thereof, in violation of T.C.A. 39-14-103, against the peace and dignity of the State of Tennessee.”
Joy is alleged to have committed these offenses between December 1, 2018 and July 1, 2019.
The next step in the case was not available at press time.
Joy was elected to Bolivar City Council in 2017, defeating incumbent Willie McKinnie and Raven Taylor, winning 45% of the vote.
