Yes, a handicap is required in order to use handicap parking spaces

“Steven is a disabled veteran,” said Nancy Billingsley, explaining why her husband needed to park as close to the store’s entrance as possible. “It really makes me mad when people who aren’t disabled use these spaces,” she continued as the couple loaded their purchases into the car’s trunk.
Sadly, and obviously, individuals who are not disabled take advantage of those who are by illegally parking in spaces specifically designated as “Handicap Parking”.
The Americans with Disabilities Act (ADA) sets the standards businesses must follow when designing or remodeling buildings. These standards apply, among other areas, to entrances, restrooms, and also parking lots.
