In spite of the low attendance from city council members, the Bolivar City Council did have enough councilmen in attendance according to City Attorney Steve Hornsby, during the special called public hearing meeting on the budget and liquor ordinances to pass each on Monday, June 22.

Bolivar budget and liquor ordinances pass

During a special called public hearing meeting on Monday, June 22, the Bolivar City Council passed the proposed budget (Ordinance 15-003) with a vote of 4-0 by council members, sealing the tax rate at $1.1542 per $100 of assessed value on all real and personal property.
In spite of the low turnout for council attendance, with only four council members attending the meeting aside from the city mayor, the council was still able to have its meeting and pass the budget. Council members Suzanne Rhea, Willie McKinnie, James Futrell and Todd Lowe were in attendance and Councilmen Tracy Byrum, Randy Hill, Julian McTizic and Larry McKinnie were absent from the meeting. Although the council agreed on the meeting date and time during their last city council meeting on June 9, and no one voiced objections to the date or conflicts of interest, the attendance for city council members was only half.
Ordinance 15-004, An ordinance to amend the municipal code of the City of Bolivar and Revise Title 8, Chapter 1 relative to the sale of intoxicating liquor, also passed with a vote of 3-0 with Councilman Willie McKinnie choosing to abstain from the vote.
