Hardeman County Mayor Jimmy Sain delivered his ‘Mayor’s Address’ after six months in office to the county commission regarding challenges and progress of his first six months in office.

Obstacles, the future and a warning, after six months in office

After six months in office as Hardeman County Mayor, Jimmy Sain addressed the County Commission on Tuesday, March 17, regarding the obstacles he faced, decisions made, progress obtained, but with a warning added expense could come to residents.
The warning of a potential cost increase was regarding the landfill fee paid by each county household, currently at the cost of $9 monthly.
“The landfill billing is a great problem for us. Many of our people do not understand where the landfill fee goes. This fee goes into an enterprise fund that can only be spent on the landfill. It has nothing to do with garbage collection or convenience centers. The convenience centers are paid from property tax. No property tax can go into the landfill fund,” said Sain. “Therefore, we must collect the landfill fees to operate. Taking the billing from Bolivar Electric’s billing was a great mistake. We are collecting less, it is very inconvenient, and confusing. I, along with Mayor Stevens (Bolivar City Mayor Barrett Stevens) have attended the Bolivar Electric Board meeting and asked that they take the billing back over. We have no decision from them at this time. If they don’t take over the billing, you will certainly see an increase in the fee. We have no choice.”
In spite of the warning of a potential fee increase if Bolivar Electric does not resume landfill fee collections, Sain said he has made some unpopular decisions, but those decisions have saved the county money.
